Reports To: Health and Safety Manager The Main Purpose of the role: * To provide a specialist Health & Safety service, advising and devising Health & Safety management solutions across the business. Design, develop and deliver Health & Safety training to support Health & Safety management. * To lead on staff personal safety and manage the contract for supply of lone working/personal safety technologies. * To lead, manage and continuously improve company Emergency Preparedness, Incident Response and Business Continuity strategy, processes and arrangements. * To provide support to ensure compliance with the Construction (Design and Management) on new-builds, repairs and maintenance contracts and any area where CDM applies. Responsibilities: * To provide a specialist Health & Safety service across the business including Development and Property Services, interpreting and advising on all statutory, local authority and company safety regulations, and securing the effective implementation of company health and safety standards and protocols. * To design, develop and deliver Health & Safety training to staff to agreed programmes. * To ensure that Construction (Design and Management) regulations are implemented and carried out by all responsible officers on repairs and maintenance contracts and any area where CDM applies. Keep abreast of Building Regulation changes post-Hackitt and drive measures required to achieve compliance across the business. * To advise on and support the business in reviewing contractors' specifications, tenders, risk assessments and method statements and to implement a regime of contractor monitoring. * To advise on, deliver and monitor the daily resources to support personal safety/lone working risk assessments, safe working practices, and correct use/maintenance of equipment provided to support personal safety. Provide the client role in the contracted provision of personal (lone working) safety services and emergency devices. * To lead, implement and maintain an incident response framework across the organisation and its key contractors to enable the effective response to internal and external emergencies and to support the facilitation of and response to incidents. * To create, maintain and oversee emergency preparedness for the business including: o Plan/document maintenance and review o Contact list updates o Training and exercises for the Level 1 and 2 on-call Officers o Training and exercises for the Executive Leadership Team and Leadership Group o Rota maintenance and payments o Facilitating debrief and logging of incidents o Facilitating the handover of incidents or on call weeks o Advising during an incident o Potentially being a Level 1 Officer and participating in the on-call rota. o Recruitment, retention and training of Level 3 officers o Report preparation and presentation for updating the Leadership Group. o Fall back office arrangements - maintenance of relationship and liaison with key partners. o Arrange and facilitate ECO officer networking sessions. o Incident report management and trend analysis. * To conduct regular refreshers on emergency preparedness, and strategic and service BIAs, and manage the rota for out of hours strategic, tactical and operational cover. Experience * Compiles statistics and other evidence for performance management purposes, prepares reports as required and delivers presentations to relevant stakeholders. * Provides clear guidance on best practice throughout the organisation. * In depth experience in a Health, Safety and Resilience advisory role in either the public or private sector, including: * Co-delivering the provision of 'Competent Person' services in relation to Health & Safety at work. * Assessing and analysing hazards, accidents or dangerous occurrences, preparing reports and making appropriate recommendations. * Leading incidents and working knowledge of who has jurisdiction at certain incidents / at certain times. * Providing pragmatic and competent risk advice to operational teams. Education and Qualifications * Keeps abreast of relevant legislation and advises the Health & Safety Manager and the Strategic Head of Health and Safety on their statutory responsibilities. * Qualified to NEBOSH Certificate standard or higher and affiliated to an internationally recognised Health and Safety Organisation or Institute [e.g. Institute of Occupational Safety & Health, British Safety Council or International Institute of Risk and Safety Management]. * Business Continuity qualification and/or membership of the Business Continuity Institute an advantage. * Willing to develop self in order to meet change and as a means to secure continuous improvement. * Up to date evidence of Continuing Professional Development (CPD)
